To my dismay, however, even after applying pretty much any fix under the sun to try and fix it, it still stutters. One problem, though, is the almost constant micro stutter, which as I have gathered from all the research I've done, has been a big problem ever since the game's release. However I recently got a laptop powerful enough to play the game at 60fps with a mix of medium and high settings (shadows low).
